PROBLEM TO BE SOLVED: To reduce the time for quantization processing. SOLUTION: A quantization section 43 for a quantization device 15 generates quantization data from sampling data of a signal by using a quantization parameter (ST18); counts the number of bits of encoded data obtained by encoding the quantization data (ST20); compares the counted value with a target number of bits of the quantization (ST21, ST24); corrects the quantization parameter used by the quantization section for the quantization (ST22, ST25); and corrects the quantization parameter and repeats a series of quantization processing, until the counted value becomes a predetermined convergent state for the target number of bits. Additionally, when quantization processing for the sampling data of a new signal is started, the quantization section 43 uses the old quantization parameters used by the quantization section 43 for the quantization processing of the sampling data of the previous signal as initial values for the quantization parameters (ST13).
