<p>The present invention discloses a processing method and apparatus for cell reselection in the establishment process of RRC connection, which enable the non-access layer of a user terminal to actively detect the cell information reported by the access layer, and to judge whether the process of connection management of mobile management (MM) and the special process of MM conflict, and thus to determine whether or not the connection establishment process is ended, or whether or not the connection establishment request message is reinitiated, so that the problem is avoided that conflict between the connection management process of MM and the special process of MM after the cell reselection causes the RRC connection establishment failure, and thus the call success rate is increased; meanwhile, by choosing the cell information opportunity, the access layer realizes that the access is forbidden and the operation at the original serving frequency point is forbidden which is required by the protocol, and realizes full extent of compatibility with the protocol criterion.</p> |
