PROBLEM TO BE SOLVED: To provide a carrier-catalyst in which a catalyst carried with a carbon-base-material-carrier is made to sufficiently function even if it is not activated and which is improved in the recovering ratio of the catalyst by suppressing the dropout of the catalyst from the carrier. SOLUTION: In the method for preparing the carbon-base-material-carrier-catalyst prepared by carbonizing catalyst-carrying-resin-particles prepared by adsorbing and/or dispersing particulates having a catalytic activity on resin particles, the specific surface area of the carbon-base-material-carrier prepared by carbonization is 10-200 m<SP>2</SP>/g and thereafter the activation is not performed.
