PROBLEM TO BE SOLVED: To achieve both prevention of over discharge of a battery and improvement of fuel consumption by performing stop and forced start of an engine at the right time. SOLUTION: When vehicle consumption current Iw becomes equal to or higher than a first predetermined value I1 for a first predetermined time T1 or more during engine operation (S50), idle stop is restrained (S60), and when the vehicle consumption current Iw becomes equal to or higher than a second predetermined value I2 for a second predetermined time T2 or more during idle stop (S20), the engine is forcedly started (S30).
