PROBLEM TO BE SOLVED: To provide a thermal-flowability regulator and a process for producing the same which can improve blocking resistance and thermal-flowability of a powder coating composition, and form a cured coated film having excellent appearance, glossiness and recoating adhesiveness, and to provide a powder coating composition containing the thermal-flowability regulator. SOLUTION: The thermal-flowability regulator for powder coating composition includes a polymer containing t-butyl (meth)acrylate units and (meth)acrylate units, wherein the hydroxyl value (OHV) is 20-190 mgKOH/g, as calculated by equation (1): (1) OHV=Σ(wk/fk)×56.11×1,000.
