PROBLEM TO BE SOLVED: To provide a counter for adjusting the unit price of a utility to an appropriate price during a specific time period, based on the usage of the utility. SOLUTION: This counter 200 receives signals transmitted for each of the unit usages of a utility from a measuring means 10 that outputs an integrated amount of the utility found by integrating the usage of the utility. This counter 200 includes a count means 50 for counting signals in association with a specific time period and a nonspecific time period during an adjustment time period comprising the specific time period and the nonspecific time period.
