PROBLEM TO BE SOLVED: To provide a transparent sheet-like cosmetic that exhibits excellent properties such as excellent external appearances, ready applicability, visibility of ameliorating effects on skin conditions and the like during service, and the like. SOLUTION: The sheet-like cosmetic comprises biocellulose and a high-refractive water-soluble component and has a transparent external appearance. Preferably, the high-refractive water-soluble component is one or a mixture of two or more selected from among a polyhydric alcohol and saccharide. More preferably, the polyhydric alcohol or saccharide is one or a mixture of two or more selected from among glycerine, 1,3-butylene glycol, pentanediol, diglycerine, polyglycerine, glucose, sorbitol and sucrose.
