A hemostatic forceps (20) is provided with a pair of forceps prongs (forceps cups (1)) consisting of electrically conductive metal and serving as high-frequency electrodes, and the pair of forceps prongs extend forward so as to be able to be opened and closed relative to each other. Either one and/or the other of facing closing surfaces (17) of the forceps cups (1) has formed thereon sawtooth-like protrusions and recesses (15). In the sawtooth-like protrusions and recesses (15), the roots (21) are subjected to electrically insulative coating and the crests (22) are not subjected to electrically insulative coating but are electrically conductive.
