PURPOSE: A device and a method for transmitting data in a low frequency band in a human body communication system and a human body communication system thereof are provided to variously move a central frequency in the device for transmitting data in a low frequency band for human body communication. CONSTITUTION: A preamble generator(705) generates a preamble signal. A header generator(715) generates packet header information. An orthogonal modulator(735) maps a symbol of a serial-parallel converter(730) on one of sequences of a mutual orthogonal characteristic. A multiplexer(740) selects output signals of the preamble generator, the header generator, and the orthogonal modulator. A frequency shifter(745) shifts output of the multiplexer to a specific frequency.
