PROBLEM TO BE SOLVED: To correctly derive power of data signals of reception signals in communication among a plurality of base stations. SOLUTION: A multi-carrier communication system performs communications by a transmission symbol including a reference signal and a transmission symbol without including any reference signals. In the system, a transmitter of the base station devices 100, 101 has: a means of communicating with a network between the base station devices in a radio communication system; a means of setting propriety of execution of coordinated multipoint communication; and a means of determining power of a data signal in a transmission symbol including a reference signal and a power ratio of a data signal in a transmission symbol without including any reference signals. The means of determining the power of a data signal in a transmission symbol including a reference signal and the power ratio of a data signal in a transmission symbol without including any reference signals, sets a power ratio when coordinated multipoint communication is not executed, also sets the power ratio when executing communication among a plurality of cooperating stations, and determines the power ratio according to the propriety of execution of coordinated multipoint communication.
