<P>PROBLEM TO BE SOLVED: To easily supply hydrogen to a hydrogen cylinder B of an electric wheelchair P and an electric cart D. <P>SOLUTION: The device for producing hydrogen is incorporated into a home fuel cell system M, wherein the system M comprises a desulfurizer 11, reformer 12, PEFC (polymer electrolyte fuel cell) stack 13, inverter 14, heat exchanger 15, hot water tank 16, and backup power supply 17. A CO<SB>2</SB>remover 22 and a hydrogen (H<SB>2</SB>) stocker 23 are connected via a three-way valve 21 to the home fuel cell system M; a required number of sub-valves 25 are connected via a main valve 24 to the hydrogen stocker 23; and the hydrogen stocker 23 is always and appropriately charged with a required amount of hydrogen d by driving the system M. When the hydrogen cylinder B is emptied by use of the electric wheelchair or the like, the hydrogen cylinder B is detached from the wheelchair or the like and connected via the sub-valve to the hydrogen stocker 23 so as to be charged with hydrogen d.
