PROBLEM TO BE SOLVED: To provide a driving assistance apparatus, a driving assistance method, and a driving assistance program for performing guidance meeting a travel eligibility of another vehicle. SOLUTION: A navigation unit 11 determines whether its own vehicle travels on an eligibility restriction road including a plurality of lanes having a plurality of various travel eligibility restrictions or not, and obtains travel eligibility of the own vehicle traveling lane and that of an adjacent lane adjacent to the own vehicle traveling lane when it is determined that the own vehicle travels on the travel eligibility restriction road. The navigation unit also recognizes another vehicle traveling on the adjacent lane, obtains travel eligibility of the other vehicle traveling on the adjacent lane, and based on the travel eligibility held by the other vehicle traveling on the adjacent lane and the travel eligibility stipulated for the own vehicle traveling lane or that stipulated for the adjacent lane, performs guidance about the other vehicle traveling on the adjacent lane.
