PROBLEM TO BE SOLVED: To prevent the quenching of a superconducting electromagnet, by measuring by a beam monitor the orbit of a beam passing through an insert light source using a superconducting electromagnet, and adjusting the orbit of the beam by a steering electromagnet when displacement of the beam orbit measured is within an allowable value. SOLUTION: In normal operation, a beam orbit A is measured at all times by a beam monitor 3, and when displacement of the beam orbit is within an allowable value serving as a guide line for radiation light not to be applied to a superconducting insert light source 1, the beam orbit A is kept constant by feedback-controlling a steering electromagnet 4. When the beam monitor 3 detects that the beam orbit A gets out of control for some cause and that displacement of the beam orbit has exceeded the allowable value, operation of an RF cavity 5 is immediately stopped and high-frequency power supplied to the beam is cut off. By cutting off the beam that may cause radiation light to be applied to the superconducting insert light source 1, the quenching of the superconducting insert light source 1 is prevented.
