PROBLEM TO BE SOLVED: To distribute transmit power to users and to reduce computational complexity related to calculation in the situation where a transmit power value is limited. SOLUTION: A radio communication apparatus modulates information signal sequences to be transmitted to users and performs precoding into modulated information signal sequences to calculate transmit weight information for each user. The apparatus then sets initial transmit power based on the information, generates an objective function for each user using the transmit weight information and the initial value, and generates a new objective function by adding a penalty function adjusted by a step coefficient to the objective function. The apparatus further uses an initial value of a temporary step coefficient to initiate iteration of an optimization operation for the new objective function, stores an output value for each step process obtained by the optimization operation, sets an initial value of the step coefficient based on results of comparison with a previous output, optimizes the new objective function in accordance with an interior point method based on the initial value of transmit power and the initial value of step coefficient, and transmits a radio signal with the calculated transmit power.
