PROBLEM TO BE SOLVED: To provide a plug for a base isolation structure for sustaining excellent damping performance over a long period of time without using lead as a material, and to provide the base isolation structure. SOLUTION: The plug 10 for the base isolation structure includes a structure of laminating a plurality of damping plates 20 each having a metal plate 21 of predetermined surface roughness and a highly viscous coat 22 formed at least on the single face of the metal plate.
