A wireless base station (BTS) is provided with: a prediction unit (13) which is so configured as to predict, on the basis of a TEBS reported by a mobile station (UE) being scheduled, a time when the buffer of the mobile station (UE) will be emptied; and a transmission unit (15) which is so configured as to transmit to the mobile station (UE), on the basis of the predicted time, "Zero Grant" which instructs the mobile station (UE) to stop the transmission of a data signal via an E-DPDCH.
