PROBLEM TO BE SOLVED: To provide a ventilating opening with a hood including a wind and rain shielding plate movably provided at an air flowing port of the hood and capable of reducing noises. SOLUTION: In the ventilating opening with the hood, one end of the wind and rain shielding plate having width for approximately fully closing the air flowing port is movably journaled to the wall face side of the air flowing port opened toward the lower side of the hood while inclined to the horizontal line. Permanent magnets are arranged in the wind and rain shielding plate and part of the hood so as not to bring the wind and rain shielding plate and part of the hood into contact with each other due to repulsion of the same poles.
