PROBLEM TO BE SOLVED: To provide an intake control device of an internal combustion engine which carries on operation without causing substantial torque limitation and engine rotation speed variation even when failure of a first intake adjusting valve is detected in the internal combustion engine which opens a second intake adjusting valve after opening a first intake adjusting valve arranged in an intake passage to a certain opening degree. SOLUTION: When failure of a primary throttle valve (a first intake adjusting valve) 22 is detected (S12), the primary throttle valve is controlled to a default opening (a second prescribed opening) (S18). In addition, a characteristic employed for opening control of a secondary throttle valve (a second intake adjusting valve) is changed from a characteristic set assuming that the primary throttle valve is in a state of effective opening (a first prescribed opening) to a characteristic 72 set assuming that the primary throttle valve is in a state of the default opening (the second prescribed opening) (S26).
