PROBLEM TO BE SOLVED: To provide a method of reducing graphene oxide without requiring hydrazine, high temperature, or an inert gas, which would require costs and danger. SOLUTION: A graphene oxide (GO) target is exposed to light having power sufficient to initiate a deoxygenation reaction of the GO target and is photothermally decomposed. A catalyst that captures oxygen during the deoxygenation reaction of the GO target captures oxygen during the deoxygenation reaction of the GO target by exposing the GO target to light from a lithographic light source configured to pattern a thin film of graphene oxide having a wavelength between 200-400 nanometers by using the catalyst comprising one or more of nickel, copper, silicon, and magnesium.
