PURPOSE: A building surrounding environment control system and a control method thereof for controlling a building surrounding environment in an optimum state according to indoor/outdoor environmental variables of the building are provided to maximize the energy efficiency of the building by controlling the changing outdoor circumstances. CONSTITUTION: A first facade(110) is installed in an outdoor side of a building. A second facade(120) is installed in the first outer cover. The second outer cover is installed in the outdoor side of the first outer cover. A first ventilation damper is installed in the top and lower part of the first outer cover. A second ventilation damper(122) is installed in the top and lower part of the second outer cover. A louver is installed in the hollow layer having between the first outer cover and the second outer cover.
