PURPOSE: A license issue system and an issuing method for more efficiently managing license information activating a program are provided to minimize software cost by issuing the license information to a customer communication terminal. CONSTITUTION: A client communications terminal(100) confirms an order about the software offered from a software sales website. An order request confirmation server(200) generates predetermined order request information. An exclusive distributor server(300) recognizes an order detail about one or more software recorded in the order request information. The exclusive distributor server places an order of the software. A manufacturer server(400) generates one license information.
