PURPOSE: A contents providing device and a method thereof are provided to service contents based on location generated dynamically to a user, thereby charging usage charge about the location-base service contents to a content provider. CONSTITUTION: A contents generating unit(370) generates dynamic contents corresponding to a contents request message received from the terminal. A communication unit(310) transmits the dynamic contents to the terminal. The billing calculation unit(350) calculates the service using charge about the transmitted dynamic contents. The billing calculation unit charges the calculated service using charge to the dynamic contents provider. The contents request message includes the name of the POI, address, or coordinate.
