PROBLEM TO BE SOLVED: To provide a method of forming a functional film capable of preventing an uneven streak from arising on a resulting functional film, and a droplet ejection apparatus. SOLUTION: The method of forming the functional film that carries out an imaging process wherein a functional liquid is ejected onto a plurality of panel areas A disposed on a color-filter base plate P while causing a plurality of carriage units 12 each in which a liquid ejection head is mounted on a carriage to relatively scan the color-filter base plate P, is characterized by carrying out the imaging process with respect to every one of the panel areas A at least by one of the carriage units 12.
