PROBLEM TO BE SOLVED: To provide a carton forming apparatus not requiring much height although using a mandrel to form a carton. SOLUTION: The carton forming apparatus sucks and seats a second panel 12 of a blank sheet 2 at the bottom of a bucket and places a first panel 11 and a third panel 13 to rise on both sides of the second panel 12 by the sidewalls of the bucket 22 in a blank sheet receiving station. A fourth panel 14 of the blank sheet 2 abuts on a fixing guide in a process of moving to a body part gluing station, and is bent to be parallel with the second panel. A body part gluing mandrel 45 and a body part gluing apparatus are arranged in the body part gluing station, and a flap gluing mandrel 61 and a flap gluing apparatus are arranged in a flap gluing station.
