PROBLEM TO BE SOLVED: To provide a method of manufacturing a bubble seat, of reducing the usage and weight of a material resin while securing the strength of the bubble seat by thinning a back film according to the thickness of the thinnest part of a projection formed on a cap film, and a bubble seat formed by the method. SOLUTION: The back film 3 is thinned while ensuring the strength of the bubble seat 1 so that the relation of 0.9≤T<SB>2</SB>/T<SB>1</SB>≤1.1 is established in 50% or more projections of a number of projections 2a forming individual bubbles of the bubble seat 1, wherein in a cross section passing the center of the projection 2a along a direction orthogonal to a film feeding direction, the thickness of the thinnest part of one projection 2a optionally selected from the projections 2a is T<SB>1</SB>, and the thickness of the thinnest part of the back film 3 in a part facing the projection 2a is T<SB>2</SB>.
