A method for sending a measurement report includes the following steps: adding sub-grade information which is used to represent a signal measurement quality value in the measurement report; sending the measurement report which includes the sub-grade information of the signal measurement quality value. A sending apparatus includes the following units: an expansion unit for adding sub-grade information which is used to represent a signal measurement quality value in the measurement report; and a sending unit for sending the measurement report which includes the sub-grade information of the signal measurement quality value. A mobile station includes said sending apparatus. The embodiments of the present invention improve the accuracy of RXQUAL in the measurement report, providing a more accurate calculation source to calculate user power ratio by using the value of the RXQUAL.
