PROBLEM TO BE SOLVED: To provide a valve actuator wherein a flywheel having a gear formed on the outer periphery on which a one-way rotary clutch is internally provided, is mounted on the rotating shaft of an excitation operated electromagnetic brake, and the gear on which the one-way rotary clutch is internally provided for preventing the rotation due to the influences of viscous resistance or others when the flywheel is in a free condition (during winding a power spring), is engaged with a tooth part, for reducing the rotating speed of an output shaft with the air resistance of the tooth part of the flywheel and the flywheel effects of the gear engaged with the external during rotation. SOLUTION: In the valve actuator, the flywheel having gear formed on the outer periphery on which the one-way rotary clutch is internally provided, is mounted on the rotating shaft of the excitation operated electromagnetic brake, and the gear on which the one-way rotary clutch is internally provided, is mounted thereon to be engaged with the tooth part.
