Placed in a casing so as to rotate, an eccentric bolt (30) has a bolt head (32) protruding from the casing for a rotary operation (33) outside an eccentric disk (31) in the casing's interior. A plate (40.1) in the casing moves lengthwise from the eccentric disk between position for pushing out (50.1) and pushing in (50.2). A hook (45.1) on the outer end (49.1) of the plate protrudes from the casing. An independent claim is also included for a device for fastening a fastener.
