<P>PROBLEM TO BE SOLVED: To provide a block for guiding visually handicapped persons and capable of facilitating the recognition of the direction of a walkway and corners for persons with weak sight when the block for guiding visually handicapped persons is laid on a road surface and facilitating laying design, work, etc. and to provide a manufacturing method of the same. <P>SOLUTION: The block 100 for guiding visually handicapped persons in which linear or spot-like protrusions 122 are formed in its rectangular surface 101 is laid on a road surface. At least one side of its surface is provided with an end member 130 embedded with one surface exposed to the outside. A luminance ratio between a center part of the surface 101 and the exposed surface 131 of the end member 130 is 1.5 or greater. It is thereby possible for persons with weak sight to easily recognize the direction of a walkway and corners when the block 100 for guiding visually handicapped persons is laid on a road surface.
