PROBLEM TO BE SOLVED: To determine an efficient round way of token when a preferential node exists in a network, where each node is in a point-to-point connection for performing transmission control by a token passing method. SOLUTION: Connection information 206 is one for defining the connection relation between a plurality of slave nodes 300 and a master node 200 and which slave node 300 is preferred. When a slave node 300 (hereafter, to be referred to as "slave node") connected to the main node 200 via a preferential node exists; and an itinerant route producing unit 203 allows tokens to round for a child node next to the preferential node and thereafter produces, as an round way, a route on which tokens round for the remaining slave nodes 300.
