The device (1) has an elastic arrangement (6) made of polymer material and provided in a circular gap between a fixing flange (4) and a belt pulley (2). The arrangement comprises stoppers that are arranged between the thrust springs. The stoppers are provided with stopper surfaces that are attached to the fixing flange and the belt pulley. The stopper surfaces are designed complementary to each other such that the surfaces butt together in a laminar manner, during relative movement between the flange and the pulley. The arrangement is attached to a metallic-outer ring and inner ring.
