PURPOSE: A cooling device comprising a thermoelectric element is provided to cool the water using the peltier effect of a thermoelectric element without a compressor and to cool the indoor air by the circulating of the cooled water. CONSTITUTION: A cooling device comprises a cooler(100), an evaporator(200), a cooling water supply pipe(300), a cooling water recovering pipe(400), a recovering pump(500), a condensed water discharging pipe(220), an overflow pipe(800), and a recovering tank(700). The cooler is composed of a cooling water tank, a flow path plate, a cooling plate, a thermoelectric element, and a heat sink cooling the thermoelectric element. The evaporator is composed of a cooling water circulating pipe(210) and a cooling fin(211). The cooling water recovering pipe supplies the cooling water, which is heat-exchanged in the evaporator and has the raised temperature, to the cooler. The recovering pump is installed on the cooling water recovering pipe. The condensed water discharging pipe supplies the condensed water generated from the cooler to the cooling water tank. The overflow pipe discharges the cooling water overflown from the inside of the cooling water tank. The recovering tank stores the cooling water discharged to the overflow pipe.
