PROBLEM TO BE SOLVED: To provide a spring assembly for a retractable turbine rotor seal supported in an arcuate segment. SOLUTION: This spring assembly 52 includes a first radially inner restraining plate 54 having a lower surface for engaging with a surface of a turbine stator and a flat upper surface provided with an upstanding hub, a second radially outer restraining plate 64 having a flat lower surface and an upper surface for engaging with a surface of the arcuate segment and forming an opening part for receiving the upstanding hub, and at least one spring fitted on the upstanding hub and exerting radially outward retracting force on the arcuate segment while exerting radially outward biasing force on the second radially outer restraining plat.
