PROBLEM TO BE SOLVED: To simplify the definition of a workflow even if exceptional processes occur frequently and to execute both a basic workflow and an exceptional workflow.

SOLUTION: A workflow processing apparatus 30 determines type from a step entity table 22 based on a step entity ID in the event of an exception, recursively executes the process of tracing transitions forward according to either a step entity transition table 23 or an exceptional workflow entity transition table 24, identifies a step entity ID whose type is "starting point", determines type according to a step definition table 12 and based on a step definition ID corresponding to the identified "starting point" step entity ID, and recursively executes the process of tracing transitions backward according to the step definition transition table 13 to identify a step definition ID whose type is "junction point". In this way, the junction point of exceptional workflows is identified in the event of an exception without being defined in advance.
