<p><P>PROBLEM TO BE SOLVED: To provide an optical integrated circuit having high manufacture yield and excellent characteristics. <P>SOLUTION: On a semiconductor substrate, the optical integrated circuit forms: a first optical waveguide element having a first specific refractive index difference and a first core width in a width direction; and a second optical waveguide element having a second specific refractive index difference and a second core width in a width direction, and has at least one joining part optically coupling the first optical waveguide element and the second optical waveguide element.
