PROBLEM TO BE SOLVED: To prevent a crack in a Z plate due to generation of abnormal discharge in heating, cooling of an element, and to prevent deterioration of conversion efficiency in a wavelength conversion element which consists of the Z plate consisting of ferroelectric single crystal and in which periodic polarization reversal structure is formed. SOLUTION: A substrate 1 for wavelength conversion consists of the Z plate consisting of the ferroelectric single crystal, the periodic polarization reversal structure 2 is formed therein, and includes an incident surface 1c of basic light 15, an emitting surface 1d of wavelength conversion light, a +Z surface 1a and a -Z surface 1b. The wavelength conversion element 20A includes: the substrate 1 for wavelength conversion; a first conductive layer 6A formed so as to contact the +Z surface 1a of the substrate 1 for wavelength conversion; and a second conductive layer 6B formed so as to contact the -Z surface 1b of the substrate 1 for wavelength conversion.
