Packet transferring/transmitting method and mobile communication system

A mobile communication system in which residual packet data of a first base station are forwarded to a second base station in accordance with a handover procedure based on movement of a mobile station; the mobile communication system comprising :
a forwarding controller which performs the forwarding of the residual packet data after completion of a resource securement for a communication between the second base station and the mobile station; and wherein,
the mobile station includes a receiver which receives the forwarded residual packet data.
