PROBLEM TO BE SOLVED: To provide a technique for solving the problem of avoiding collision of burst data of communication equipment. SOLUTION: A delay allocation device includes: a phase difference detecting means for measuring a time difference between the receiving time of data received by first communication equipment from each of pieces of second communication equipment and a predetermined time; a delay outputting means for outputting a result obtained by adding a predetermined value and the time difference as delay of the second communication equipment; and a band allocation control means for outputting a signal for instructing to reduce the band of data transmitted from the second communication equipment to the first communication equipment before measuring the time difference and outputting a signal for instructing to increase the band reduced after setting the delay.
