In order to suppress deterioration of throughput of a communication system, a communication device comprises a receiving means, a transmission means, a quality index acquisition means, and a determination means. The receiving means receives first data transmitted from a first device to a second device as a destination and second data transmitted from the second device and stores the data. The transmission means transmits the first data to the second device. The quality index acquisition means acquires a first index relating to the quality of communication between the first device and the second device and a second index relating to the quality of communication between the communication device itself and the second device. The determination means transmits the first data which is stored to the second device by using the transmission means when the second index is better than the first index and it is determined that the receiving status of the second data indicates that the second device does not receive normally the first data.
