<p><P>PROBLEM TO BE SOLVED: To provide a proxy relay server, a band management server, a router, and a file transfer system, method and program, for suppressing the congestion of packets in a regional network. <P>SOLUTION: The proxy relay server 10 includes a temporary storage means 11, a regional line condition reception means 12 and a packet transmission control means 13. The temporary storage means 11 temporarily stores packet signals transferred between a backbone network and a specified regional network. The regional line condition reception means 12 receives the condition of the line of the specified regional network, and the packet transmission control means 13 sends out the packet signals stored in the temporary storage means 11 to the specified regional network in a communication form of not easily causing congestion matched with the condition of the line. <P>COPYRIGHT: (C)2010,JPO&INPIT</p> |
