PROBLEM TO BE SOLVED: To prevent uneven charging due to lubricant unevenly deposited, and adhesion of toner and an external additive onto an image carrier by keeping a minute gap between an effective charging part of a charging roller and the image carrier as constant as possible. SOLUTION: An image forming apparatus includes: a charging roller 11a, and two cleaning members 17A and 17B which have a cylindrical melamine resin foam around revolving shafts and are nearly half the length of the charging roller in their axial directions. Two cleaning members 17A and 17B are disposed in contact with a cleaning surface of the charging roller 11a. The positions are approximately under a contact surface between the charging roller and the cleaning members. The two cleaning members 17A and 17B are disposed in different positions when seen from the axial direction, so that cleaning regions to be cleaned by two cleaning members do not overlap each other.
