PROBLEM TO BE SOLVED: To provide a common infrastructure communication device that reduces telecommunication fees when roaming services are provided by a plurality of communication service providers. SOLUTION: The common infrastructure communication device 100 provides communication services to a wireless communication terminal 14. The common infrastructure communication device is connected with a plurality of licensed communication providers 13 permitted to provide wireless communication services to the wireless communication terminal 14 in an area limited in a prescribed region. When a user contracting with a first licensed communication provider makes a connection request from an area where a second licensed communication provider provides the wireless communication services, even if the first licensed communication provider and the second licensed communication provider do not sign the roaming service contract, the common infrastructure communication device allows the wireless communication terminal 14 in the area, where the second licensed communication provider provides the wireless communication services, to be connected to the requested communication destination.
