PROBLEM TO BE SOLVED: To provide a fixing device which starts in a short time and has relatively simple constitution without increasing size or cost, prevents temperature at both ends of a fixing member from excessively rising even when small-size paper sheets are successively fed, and has high heating efficiency of the fixing member, and to provide an image forming apparatus. SOLUTION: The fixing device includes: a first reflection plate 25 disposed to cover a part of an outer circumferential surface of an infrared heater 23 for heating the fixing member 21 in a width direction and reflecting light emitted by the infrared heater 23 to irradiate the fixing member 21. The first reflection plate 25 has width-directional ends formed of light control mirrors 25a. Further, the fixing device includes second reflection plates 26 which faces the infrared heater 23 via the light control mirrors 25a to reflect the light emitted by the infrared heater 23 and passing through the light control mirrors 25a toward a center portion of the fixing member in a width direction of the fixing member 21.
