PURPOSE: To regulate the inflow of enciphered programs by controlling approval for a decoder inside a similar jurisdiction zone for a certain jurisdiction zone to decode program broadcasting from such an external similar jurisdiction zone. CONSTITUTION: A plurality of jurisdiction zone signal decode approval control systems are provided with respectively different decoder approval systems 10a, 10b and 10c, broadcasting systems 12a and 12c and decoders 14a, 14b and 14c arranged in countries A, B and C as jurisdiction zones. Each decoder approval system 10 prepares an approval message showing the presence/absence of approval in decoding a specified program due to the decoder inside each jurisdiction zone in which the decoder approval system exists. The broadcasting system broadcasts an approval message distributed while being related with an enciphered specified program and the specified program prepared by the decoder approval system to plural jurisdiction zones. The decoder 14 decoders the enciphered specified program only when the jurisdiction zone, in which the cipher decoder exists, is approved by this approval message broadcast prepared by the decoder approval system. |
