PURPOSE: A system and a method for forming a retardation film are provided to control the physical properties of the retardation film by stretching the film while controlling the concentration of the remaining solvent in the film. CONSTITUTION: A system for forming a retardation film comprises a film casting apparatus(30), a film thickness measuring device, and a stretching machine. The film casting apparatus comprises a base plate(32) and a dope applicator(34). The base plate molds casting dope comprising solid matter and casting solvent into a film form. The dope applicator molds a casting film(10) of specified thickness(A) by spreading the casting dope on the upper side of the base plate. The film thickness measuring device measures the thickness of the casting film before stretching in order to calculate the concentration of the remaining solvent in the casting film. The stretching machine stretches the casting film.
