PROBLEM TO BE SOLVED: To provide a method of forming a multilayer coating film which is hardly cracked when drying a top coating film and indicates excellent base material adhesion regardless of the presence/absence of an old coating film. SOLUTION: The method of forming a multilayer coating film forms a coating film in the order of a sealer coating film and the top coating film on a base material or the old coating film. A sealer composition forming the sealer coating film includes core shell type acrylic emulsion in which the glass transition temperature of a core part is 20-60°C, the glass transition temperature of a shell part is 20-40°C, the glass transition temperature of the core part is equal to or higher than the glass transition temperature of the shell part, and the solid content mass ratio of the core part/the shell part is 50/50 to 80/20. A top coating material composition forming the top coating film is a low VOC (Volatile Organic Compound) coating material in which the content of VOC is equal to or less than 1 mass% to the total amount of the top coating material composition and contains the pigment of 70-90 mass% to the total amount of a solid content in the top coating material composition.
