PROBLEM TO BE SOLVED: To provide a vibration control device of simple structure capable of securing a force for fastening a bracket and an outer cylinder to each other, and to provide a method of manufacturing the same. SOLUTION: An outer cylinder 14 is formed by injection molding, and has resin filling ports 14H as resin filling parts. Only one of the resin filing ports 14H is formed inside a cylindrical part 14A.
