PROBLEM TO BE SOLVED: To provide a train control device, capable of smoothly setting train routes (courses), enhancing a transportation capability, and reducing a facility cost and a facility maintenance cost, by proposing railway traffic control based on an onboard system as an alternative to control based on a ground system, to provide a control method therefor, and to provide a train control system. SOLUTION: A route setting request unit obtains the scheduled traveling route information of a relevant train based on the scheduled operation information of the relevant vehicle stored in a diagram data storage unit for train control, track shape information and the order of passage through turnouts with reference to the position information of the relevant train, and requests a ground device to change the setting of the turnouts positioned on the scheduled traveling route to that for the traveling direction of the relevant train through a transmission means.
