<P>PROBLEM TO BE SOLVED: To provide a surface treatment device for efficiently carrying out roughening treatment on the external surface of a processed object with small current. <P>SOLUTION: An electromagnetic coil 7 includes a stator 7a including: a plurality of teeth 7b protruded and provided at an inner circumference toward an axial core, and a slot 7c formed between the teeth 7b and in which a coil not illustrated is disposed.
