Provided is a method for arranging relay stations in a light transmission system having a plurality of relay stations arranged so that an optical signal of a first transfer rate can be transmitted from a transmission terminal to a reception terminal. The method includes: step S34 for judging whether to transmit an optical signal having a second transfer rate different from the first transfer rate to a section connecting arbitrary two of the relay stations where a reproduction relay station capable of reproducing an optical signal can be arranged; step S42 for deciding a combination of the sections judged to be capable of performing transmission and constituting a transmission of the optical signal from the transmission terminal to the reception terminal; and step S44 for making the both ends of the respective sections of the decided combination to be the relay stations where the reproduction relay station is to be arranged. The step for judging whether transmission can be performed includes a judgment condition which is satisfied in a section including the plurality of sections but not satisfied in any one of the sections.
